Council adopts Peterkort zoning

Developer plans new affordable housing on Angel Avenue


In juggling a jam-packed agenda Tuesday night, the Beaverton City Council upheld a zoning designation for the Peterkort property, approved an annexation of 544 acres of unincorporated property on South Cooper Mountain and heard a proposal for a mixed-use affordable housing complex at Southwest First Street and Angel Avenue.

Following two public hearings, on Oct. 30 and Tuesday, the council determined the zoning of the 63-acre parcel of land along Southwest Barnes Road approximated previous Washington County zoning standards.

Oregon’s Land Use Board of Appeals told the city to examine that aspect of zoning at the Peterkort property as well as whether a residential development application based on 1,899 dwelling units should be contingent upon transportation and traffic-capacity information.

Based on testimony from the Oct. 30 hearing, the council directed city staff to address incorporating the traffic provision into the zoning code. In addition to determining the city-county zoning correlation was sound, the council unanimously OK’d the traffic-based amendment.

Mayor Dennis Doyle praised city staff for responding thoughtfully to community concerns that the zoning would need to be revised in the wake of the land-use agency’s request.

“The staff did a good job of responding to community input and adopting the text amendment,” he said Wednesday morning. “It’s part of what we need to see to fulfill the goals of the city and the needs of the region. Staff and Council can do this by reviewing very carefully proposed plans, follow rules, and (developers) can work with us and not be afraid.”

With the council’s decision, the matter will be sent back to LUBA for review.

“Now we can get back to looking at the details, see where the Peterkorts want to go with commercial and residential development and help get the ball rolling,” Doyle said.

Along similar lines of housing development, the council also heard a proposal from Ed McNamara of Turtle Island Development for a four-story, mixed-use building development at the corner of Southwest First Street and Angel Avenue. The proposed $28 million complex would accommodate 153 “affordable” one-bedroom apartments renting for about $383 per month.

McNamara said he expects to know by January if the low-income tax equities grant he sought will come through. At that point, once he got through the permitting and design aspects, he said the complex could be a reality within three years.

“I’m going to under-promise and over-deliver,” McNamara jokingly told council members. “I don’t want to give anybody the impression it’s going to be easy. I’m not going to lead you on. If I think we can’t make it work I’ll let you know.”

The council also threw its unanimous support behind the voluntary annexation of 544 acres of property, technically known as Area 6B, into the city limits.
