City looks at consolidating city offices

City officials are looking at consolidating city offices in the old police station building adjacent to City Hall.

City staff from administration, finance, information technology and development services feel the consolidation would improve both efficiency and customer service, said Amanda Zeiber, interim city administrator.

Presently, Development Services, is located at 111 NW Second Ave and the finance department in a house at 133 NW Second Ave.

The old police station has stood vacant since July 2012 when police moved into a new $7.8 million facility at 1175 NW Third Ave.

The old station, which has 6,100 square feet, was built more than 75 years ago as a garage and repair shop.

Consolidating the offices there would free the other two buildings to be sold and returned to the tax rolls. It also would provide a centralized customer service location, Zeiber said.

“We are looking into the costs to make minor improvements, such as carpet cleaning and internal paint,” Zeiber said. “In addition, we are getting quotes for labor and materials for a physical move.”

Consolidating the offices now would give staff an opportunity to plan for the new civic center facility, Zeiber said.

The city plans to build a two-story civic center housing city offices and a library on a 26,000-square foot property on Northeast Second Avenue between Ivy and Juniper streets.

A rough timetable for the project calls for a spring groundbreaking and a spring 2016 opening.

The city has about $9.2 million on hand for the civic center project -- $8.2 million from bonds sold for the original Second Avenue library project and $1 million from Clackamas County.

City voters gave their overwhelming support in May with a 1,532 to 647 advisory vote in favor of the project.

The City Council will further discuss the pros and cons of consolidating city offices this year at an Aug. 6 work session.
