Washington County sex offender arrested in Tigard

Douglas Steven French, 36, used the Internet to lure unsuspecting teens

TIGARD - Washington County detectives arrested a known sex offender on Monday after luring him to the Costco parking lot on Dartmouth Street.

Douglas Steven French, 36, was the same man arrested in Montana in 2004 with a missing 16-year-old Molalla girl.

French posted an advertisement for Premier Modeling on the craigslist.com Internet site seeking 16- to 19-year-old models. A 17-year-old Ridgefield, Wash., girl responded to the ad and met with him several times over the past month, according to Sgt. David Thompson, public information officer for the Washington County Sheriff's Office.

'During that time, Mr. French allegedly provided alcohol and illegal narcotics to the victim,' Thompson said. 'The victim has indicated that she and Mr. French had a sexual relationship.'

The girl's parents called the Washington County Sheriff's Office about 9 p.m. Monday after finding sexually explicit photographs of their daughter on a home computer; the girl identified French as well as his address on Barnes Road in unincorporated Washington County.

'With the help of the victim's family, detectives were able to lure Mr. French to the Costco parking lot,' Thompson said. 'Mr. French attempted to flee the area on foot, but he was captured by detectives after a short foot pursuit and was arrested at 10:25 p.m.'

An investigation revealed that French had taken many sexually explicit photos of the 17-year-old girl in his residence; there also was evidence of at least one more unnamed female victim, and detectives suspect there are more.

French was found in Montana in August 2004 after being arrested with Cynthia Lamb, who had been missing from Molalla for nine months. He was arrested on a probation violation.

French is now being held in the Washington County Jail on the following charges: using a child in the display of sexually explicit conduct (a Measure 11 crime) and second-degree sex abuse.

His bail is set at $250,000.
