The Wicked Witch of the West visited Clara Court in Lake Oswego over Halloween. She was spotted riding her bike near the Cooper household. Festive decorations were seen throughout the community. Halloween day on Tuesday featured a city-sponsored Harvest Festival in Millennium Plaza Park where hundreds of children in costume trick or treated.
