District begins 'enrollment balance' for Jefferson schools

Portland Public School leaders are once again mixing things up for Jefferson High School neighborhood kids.

An “enrollment balancing” process kicks off next month not for Jefferson High itself, but for the eight North and Northeast Portland schools that feed into it (seven of them K-8s and one elementary).

In order to fix schools that are too crowded or too empty, district leaders will be asking for community input on boundary changes, adding space, changing grade configurations or closing or merging schools. They’ll also discuss what to do with the now-shuttered Humboldt School and Tubman Middle School buildings, closed last year after Humboldt consolidated with Boise-Eliot and the fledgling Young Women’s Leadership Academy closed. District leaders cited the budget impacts of the cuts to those schools.

A citizen group comprised of Jefferson-area school leaders (including partners like Self Enhancement Inc., Black Parent Initiative and Northeast Coalition of Neighborhoods) will lead the process, along with Harriet Adair, executive director of School and Operations Support for PPS.

Last year’s enrollment balancing process also involved structure and boundary changes at Alameda, Beaumont, Irvington, Sabin, Rigler and Vernon.

For K-8 schools in the district, the “program target” is 500 students.

For the Jefferson cluster schools, last year’s data shows:

• Beach (582) is heavily overenrolled.

• Boise-Eliot-Humboldt, the new consolidation of • Boise-Eliot (389) and Humboldt (220) schools, is over capacity at about 600 this year.

• Vernon (504) appears to be right on target.

• Woodlawn (443) and Faubion (435) are slightly underenrolled.

• King (220) and Ockley Green (270) are severely underenrolled.

As the only elementary school in the Jefferson cluster, Chief Joseph Elementary’s target is 450 but it is slightly overenrolled at 485 students.
