Critics of plan emphasize costs

The City Council has approved $77 million to bury and cover the three open reservoirs in Mount Tabor and Washington parks. Two groups Friends of the Reservoirs and the Portland Water Users Coalition say the project eventually will cost at least twice that amount. Here are their figures:
