Troubled - and armed - man safely taken into custody in Foster-Powell

If there’s trouble in this neighborhood, it usually happens in Kern Park.

But on Wednesday, December 5, Portland East Precinct officers were called to area of S.E. 65th Avenue and Rhone Street – a block north of the park – when neighbors reported seeing a “big man” armed with a knife and possibly a rifle.

When officers rolled into the area at about 5 pm, they reported hearing 6 ft 2 in, 190 lbs transient Aaron Patrick Shaffer yelling and swearing.

“Taking cover, officers saw the 31-year-old Shaffer kneeling and pointing the rifle at something – or someone – that was not visible to the officers,” reported PPB Public Information Officer Sgt. Pete Simpson.

“Shaffer appeared to be struggling with a mental health crisis at the time of his arrest,” commented Simpson. “Officers recovered the rifle, and placed it into the Property Room.” Shaffer was booked into the Multnomah County Detention Center at 6:39 pm on charges of Felon in Possession of a Firearm, Unlawful Possession of a Firearm, and Unlawful Use of a Weapon. He remained in custody as of this writing.
