Madras and Terrebonne area experienced intermittent power failures on July 19.
Pacific Power spokesperson Jan Mitchell said, "It's not real clear what the cause was. Portland General Electric and Bonneville Power were experiencing problems on their system, and it affected our customers."
She said there were two different outages. The biggest one was in the Crooked River area, from 12:45-1:40 p.m., which affected 2,500 customers.
A short while later, the Cherry Lane substation in Madras experienced two outages, one from 12:45-12:54 p.m., and the second from 1:45-2:20 p.m.
"The substation equipment didn't stay closed initially," Mitchell said, explaining why there were two outages close together at the substation.
