   The Jefferson County Sheriff's Office responded to a report of a found horse on Thursday, Nov. 8, at about 8:30 a.m.
   The horse was found north of Madras along U.S. Highway 97 between Dogwood and Elm lanes. The horse is a bay mare, brown in color, with black mane and tail.
   "It appears the horse has been out all night and likely belongs to someone in the local area, but efforts to locate the owner have failed thus far," said Capt. Marc Heckathorn of the sheriff's department.
   A picture shows the horse wearing a harness, but it was not on the horse when the animal was first located.
