Two arrested in fatal hit and run

Jay Taylor Jenkins, 24, is charged with Manslaughter in the Second Degree, Failure to Perform the Duties of a Driver (Hit and Run), Tampering with Physical Evidence, and Obstructing Governmental Administration. Crabtree was charged with Tampering with Physical Evidence. Jenkins is also known as "Junebug."

Jerin Nigel Crabtree, 24, is charged with Tampering with Physical Evidence. He is suspected of helping Jenkins repair his damaged vehicle.

The victim is identified as Douglas Norman Miller, 60.

The investigation began at 6:46 p.m. on Feb. 15 when East Precinct officers responded to the report of a pedestrian struck on Southeast Powell Boulevard at 124th Avenue.

Officers and medical personnel arrived and located the victim, later identified as Miller, who died at the scene.

Initial reports indicate that the vehicle involved in the crash fled the scene prior to police arriving in the area.

Acting on a tip, Portland Police Bureau Traffic Division investigators went to a residence in the area of Southeast 141st Avenue and Center Street at approximately 11:30 p.m. on Sunday night and located the suspect vehicle in the fatal hit and run.

Investigators served a search warrant to recover the 1995 Subaru station wagon from the property and arrested Jenkins and Crabtree on Monday morning.

Investigators initially had information that a silver mini-van was involved in the hit and run but eventually located the vehicle and eliminated it from consideration.

This is the third fatal crash of 2014 in Portland.
