An incident that prompted a note to Hall Elementary parents from Principal Tim Oberg apparently turned out to be a case of bullying.
On Tuesday, Jan. 8, Oberg wrote that a man in a black hooded sweatshirt attempted to grab a student walking in front of the Kempton Downs apartments near the intersection of 23rd Avenue and Kane Road. The victim's parents called Gresham police.
But Claudio Grandjean, police representative, said no police report was filed because no crime was committed. Grandjean said the offender was a high school student that was trying to scare the younger student.
