Two people have been arrested in connection with the April 22 gang-related shooting of a 16-year-old boy on Southeast 84th Avenue and Foster Road.
On Wednesday, May 4, Portland gang enforcement detectives worked with the Vancouver, Wash., Police Department's Safe Streets Task Force and Clark County SWAT to arrest 20-year-old Ronny Rodriguez-Padilla and 17-year-old Leocadio Torres-Izazaga. They have been charged with attempted murder in the case and are awaiting extradition to Oregon.
Detectives believe Rodriguez-Padilla fired the shots that hit Francisco Javier Ortiz at about 6:20 p.m. as he walked with two other people on Southeast 84th Avenue.
Witnesses told police that a vehicle with three people in it drove near the group, words were exchanged and shots were fired. Ortiz was struck in the right arm and left ankle. He is recovering from the gunshot wounds.
Detectives believe Torres-Izazaga was the driver of the vehicle.
