Milwaukie’s elected officials closed the effort of bringing minor-league baseball to town in August to place greater focus on developing the Milwaukie Riverfront Park, one of City Council’s top nine goals.

With that charge, city management last week announced a staffing strategy devised to redirect resources toward completing necessary permitting and construction.

JoAnn Herrigel has been heading the Riverfront project since 2000. She has also been responsible for a wide variety of other city functions, including serving as the director of community services, which was recently reassigned into other areas to help accomplish this goal. This division has been responsible for public involvement, the Neighborhood District Associations, downtown parking enforcement, and Code Compliance.

Herrigel has been reassigned to Community Development as the parks and sustainability director. She will continue her work on parks — Riverfront Park especially — and the city’s sustainability efforts.

“There’s a lot of momentum behind this project — Klein Point construction was done in late November, and a capital campaign to raise funds for future phase of the park is underway,” Herrigel said. “It is exciting to have this kind of energy behind the project.”

With the reorganization of Community Services, Program Coordinator Beth Ragel has moved to the city manager’s office, where she will build on her work with the Arts Committee and the neighborhood associations, as well as place added focus on building volunteer opportunities for citizens.

Code Compliance officers Tim Salyers and Sarah Lander, and Parking Enforcement Officer Ed Wells, have moved to the Police Department, where they will maintain their current functions.

“I commend our department heads and our staff for taking on this challenge and thinking in creative ways to help make Milwaukie Riverfront Park a reality,” City Manager Bill Monahan said.
