Community Services Director Scott Archer’s department sought proposals on Nov. 6, and by Dec. 4, five contractors responded. An evaluation committee reviewed and scored the proposals through a “best value concept” versus a “low bid” process, unanimously selecting Emerick, which ranked highest overall for being “responsive and responsible.”

Emerick will begin construction this month and is anticipated to complete the restroom project by the end of May. A grant through the Oregon Parks and Recreation Department will fund half the project, and the other half is budgeted through the Oregon City Parks Department and system development charges.
