City Manager Bill Monahan has removed the “interim” label from Steve Butler’s title, appointing him Milwaukie’s new community development director.

Butler initially was hired as the city’s planning director in late 2012. Previously, he served as the director of community development in Mill Creek, Wash. Before that, he was the director of planning and community development for SeaTac, Wash., for more than 14 years.

“Over the past six months, Steve has demonstrated that he possesses all of the skills and characteristics that are needed to be a successful community development director,” Monahan said. “He has quickly grasped the myriad issues that are present in the community and helped us to move forward to make significant strides toward completing some previously stalled projects.

“I have been impressed by Steve’s work ethic, his willingness to step in and assist his staff and community members to resolve issues, his ability to keep the (City) Council and me informed on the progress of projects, and his commitment to the community.”

In one of his first official actions as community development director, Butler promoted Jason Rice from the position of engineering manager to engineering director.

“After more than seven years with the city, Jason has a thorough understanding of Milwaukie and its engineering and infrastructure needs,” Butler said. “I look forward to working with Jason in the years ahead to thoughtfully and cost-effectively address our community’s needs.”

Rice also has a background in forestry, enabling him to provide service to the community on issues related to tree preservation.
