Driver believed to be under influence of inhalants

At about 2:30 p.m. that day, a vehicle driven by Tyler Joos, 19, allegedly struck the two pedestrians near the intersection of Southwest Wilsonville Road near Memorial Drive in Wilsonville.

Following an in-depth police investigation, Joos turned himself in to the Wilsonville Police Department on Oct. 31 and was booked into the Clackamas County Jail on charges of reckless driving, driving under the influence of intoxicants (DUII) and multiple counts of assault in the third and fourth degree. Bail was set at $40,000.

“A crash of this nature requires a precise and diligent investigation, which takes time to be done correctly,” Wilsonville Police Chief James Rhodes said.

The Clackamas County Sheriff’s Criminal Reconstruction and Forensic Team assisted Wilsonville Police in reconstructing the crash. Investigators interviewed dozens of witnesses and studied surveillance footage from nearby businesses. Wilsonville Police Department referred its findings to the Clackamas County District Attorney’s office.

Forensic analysis was then conducted by a laboratory in Florida that can detect the presence of intoxicating inhalants, which were believed to have been a factor in this case.

Following the accident, the two victims were transported to Oregon Health & Science University Hospital, where they initially were listed in critical condition but steadily progressed toward recovery. Both girls have since returned to school at Rosemont Ridge Middle School.
