Intel (commercial) comes to Banks

Lights, camera and action are coming to Banks this summer.

Locals can watch from the Banks Sunset Speedway bleachers as a monster truck drives through a small wood office set, does a cookie, tries to parallel park between cars and then ramps onto six junk cars as part of a commercial shoot for an Intel laptop advertisement to run on the internet.

The Portland-based Lyon Films Company crew will set up Monday, July 8, and start filming Tuesday, July 9, at 7 p.m. until about 6 the next morning. Banks City Council members passed a noise variance request for two July days to accommodate the film crew.

“In consultation with the Sunset Speedway, we have been advised that the noise generated by a single monster truck will be under the normal track operations which will often feature 12-14 race cars in any given heat,” read a memo to Interim City Manager Jolynn Becker from Lyon Films’ staff.

“We loved the Banks location and hope to work with the City of Banks to make this production a success.” The film company produces television commercials and corporate videos.

Council approves mixed-use zoning

City of Banks officials are encouraging more variety within the city limits and urban growth boundary. Banks City Council members passed an ordinance change at their meeting last Tuesday, June 11, that will add four additional zoning classification districts — allowing for increased variety in housing and commercial spaces.

Before, only five classifications were allowed: single-family residential, multi-family residential, community facilities, general commercial and general industrial districts.

Now, low-density single-family, high-density single-family, high-density multi-family and mixed-use dwellings have been added to the list of options. The mixed-use zoning will allow dwellings to dedicate at least one floor to residential uses and one floor to non-residential uses such as medium-scale retail and commercial businesses or civic uses, with the goal of creating a pedestrian-friendly environment.

Zoning requires at least 10 mixed-use dwellings per acre. Low-density single-family zoning requires at least 6.22 dwellings per acre; single-family residential requires at least 8.71 dwellings per acre; high density single-family zoning requires at least 10.89 dwellings per acre; multi-family residential requires at least 17.42 dwellings per acre; and high-density multi-family requires at least 24 dwellings per acre.

Planning commission gets more inclusive

In an effort to secure more Banks Planning Commission members, the Banks City Council voted to change the applicant requirements.

Before, planning commission members had to live in the Banks city limits or UGB.

Now, they just have to live in Washington County and live or own property or a business within the UGB, city limits or urban reserves.
