Meeting considers Scoggins Dam flooding

Earthquakes could result in damage for residents downstream

Representatives of the U.S. Bureau of Reclamation, which owns the dam, and other agencies will meet with the public to discuss potential impacts of earthquake-related flooding, which could possibly affect communities as far downstream as Lake Oswego and West Linn.

Located far west of the Portland area near Gaston, the dam was built in 1975. It blocks Scoggins Creek and creates Henry Hagg Lake, which stores water for a number of entities, including the Tualatin Valley Irrigation District, the cities of Beaverton, Hillsboro and Forest Grove, Clean Water Services and the Lake Oswego Corporation, a homeowners organization tied to Oswego Lake but not the city of Lake Oswego.

Releases from Henry Hagg Lake flow down Scoggins Creek and eventually into the Tualatin River, which runs through Tualatin and Lake Oswego to reach the Willamette River in West Linn.

While agencies are hoping to raise the dam to store more water, it also needs to be strengthened to better withstand a potential earthquake.

The meetings are scheduled for 1 to 3:30 p.m. Jan. 9 at Hillsboro Civic Center Auditorium, 150 E. Main St. in Hillsboro, and

6 to 8 p.m. Jan. 9 at the Forest Grove Community Auditorium, 1915 Main St.
