ReynoldsCornelius Community Development Director Dick Reynolds will retire July 31 after working 15 years for the city.

He will join his wife in retirement, planning to “take it easy” at their home near Banks.

Reynolds worked a senior planner, associate planner and planning manager before rising to his current position two years ago.

He earned his bachelor’s degree at Oregon State University in parks and recreation before getting his master’s at Portland State University in urban and regional planning. Since then he’s worked in Beaverton's planning department, Portland's Parks Bureau and as a planner for Yamhill County.

Before his departure, Reynolds will wrap up the north Holladay industrial park planning, making it eligible for site certification for industrial marketing. He has also been part of the team working on the Council Creek Regional Trail.

Citizen input is a priority in Oregon planning, unlike in some other states. “In some people’s minds it slows things down, but you get a very comprehensively looked-at project,” Reynolds said. “People don’t often realize the benefits.”

Reynolds is most proud of his ability to listen to diverse community voices. He specifically remembers a natural-resources protection plan in the early 2000s that limited development abutting stream/river corridors.

He'd thought natural-resource protection wouldn’t be a priority in a community focused on employment, but was surprised by the general support of the project.

“[Reynolds] would find a way to 'yes’ as opposed to some planners who seemed to find a way to ‘no,’” said City Manager Rob Drake. “People who have dealt with him feel like they want to come back and deal with him.”

Drake hopes to fill Reynolds’ position by August. The new director will have a big project to work on: the expansion of the city’s urban growth boundary and the increase in residential area and population.
