Mary Wescott vying for Damascus mayor's seat

Damascus City Councilor Mary Wescott is running against Steve Spinnett for the mayor’s seat, a seat her father-in-law was first to fill.

So far, Spinnett is the only one of four incumbents running for re-election on the Nov. 6 general election ballot.

Kevin Reedy, a construction project manager, and Bill Wehr, who is retired from a career in financial services, are running for Position 1, now held by City Councilor Marlo Dean.

Nobody has filed to run for Position 2, filled by City Councilor Barb Ledbury.

Dan Phegley, an insurance agent and founder of Ask Damascus, and James De Young, a teacher, are running for Position 6 — a position for which City Councilor Diana Helm is not seeking re-election.

“I’ve given up hope this city will ever come to fruition,” Helm wrote in an email to The Outlook. “I’ve done my best to represent our citizens for the past 5-and-a-half years but feel we’re at a stalemate — I’m not even sure what the citizens want anymore.”

Voters approved incorporating Damascus into a city in 2003 in hopes that residents could shape the rural area’s future growth.

Residents in November gave the council a vote of no confidence by backing a measure that basically vetoed a comprehensive land-use plan councilors already approved.

Spinnett, who owns an auto shop, supported the measure, as did council candidate Phegley.

The mayor’s race will be interesting. Wescott’s father-in-law, Dee Wescott, was the city’s first mayor; he died in 2009. The next year, voters elected Mary Wescott to the council.

Council seats are at-large, meaning they don’t represent any particular geographic zone in the city, so anyone in the city can run for them. Councilors serve for four years, and the mayor served a two-year term.

The deadline to file to run for city council is 5 p.m. Tuesday, Aug. 28.

Candidates must be registered voters, which also requires candidates to be 18 years old, and must have lived in the city for the year before the election. Candidates also can’t be employed by the city.
