Casino measure qualifies for ballot

A petition to site a casino at the former greyhound racetrack in Wood Village has qualified for the November ballot, the Oregon Secretary of State’s Office announced Friday, July 27.

Casino backers, led by Lake Oswego businessmen Matt Rossman and Bruce Studer, are looking to turn the former Multnomah County Kennel Club into a casino and entertainment complex.

The petition needed at least 87,213 valid signatures to qualify for the ballot. If it passes in November, it would allow them to operate a casino at the Multnomah County Kennel Club on a renewable 15-year lease. Twenty-five percent of their revenues would go to the state Lottery.

This measure depends on the passage of its companion measure, a state constitutional amendment that would allow private non-tribal casinos in Oregon, which narrowly qualified for the November ballot earlier this week.

Voters in November 2010 rejected Rossman and Studer’s previous casino measure to allow the casino to be built in Wood Village by 68 percent.

Their constitutional amendment to allow non-tribal casinos in Oregon did not get enough valid signatures to make the ballot.
