Grand jury: Portland police officer justified in shooting

Officer will not face charges in the July 17 non-fatal shooting on Division Street


Portland Police Officer Greg Moore was justified in his non-fatal shooting of a 17-year-old boy, according to a Multnomah County grand jury.

The jury reached its decision Monday, Aug. 6. Moore will not face criminal charges for the July 17 incident where he shot Juwan Blackmon in the thigh during a high-risk traffic stop.

During an investigation police found that Moore knew Blackmon was armed when he made the stop at Southeast 153rd Avenue and Division Street.

Portland Police Bureau Gun Task Force and Gang Enforcement Team units had been conducting surveillance as part of an investigation. The officers reportedly saw Blackmon, who was holding a gun, get into a car with two people.

During the stop, the driver, Kristi Kirkpatrick, and front seat passenger James Crowell, followed commands, and were taken into custody.

Moore told investigators that when Blackmon got out of the car, he disobeyed commands and moved his hands toward his waistband to acquire a gun.

The grand jury heard testimony that Blackmon admitted to investigators that he was trying to pull a handgun from his waistband. He then tried to flee.

Moore shot Blackmon in the right thigh. Portland Police Officer Dennis Wilcox also shot Blackmon with a beanbag shotgun. Blackmon was treated at a hospital and later released.

He faces four counts of unlawful possession of a firearm.
