Henry Frame of Lake Oswego has earned his Eagle rank, the highest rank of the Boy Scouts of America. Frame is a member of Boy Scout Troop 49. A Court of Honor will be held at a later date.

Frame, 16, is homeschooled and is currently a junior. He attends classes at Clackamas Community College. He has been involved in the Boy Scout program for just three and a half years.

In that short time he has earned 39 merit badges, as well as the Chaplain’s Award, C.L. Wrangler Award, God and Life Award in 2012, the Friendliest Scout and National Historic Trails awards in 2010, the 50-Miler Hike, World Conservation and Vietnam Veterans/Hoyt Arboretum awards in 2009.

The leadership positions he has held include patrol leader, instructor, den chief and bugler and served on the program staff at Camp Discovery in 2011. For his scout project, Frame chose to rebuild the amphitheater at Oxbow Regional Park.

“During the winter of 2011/2012 the Sandy River, aided by winter storms, significantly eroded its banks, carving away at the sands of which Oxbow Regional Park stands,” Frame said. “Today a widened river has claimed a significant portion of the park. Unfortunately, Oxbow’s amphitheater was within the area reclaimed by the river.

“The amphitheater provided a place for the community to enjoy educational and entertaining cultural and nature programs in the scenic Sandy River Gorge. Without an amphitheater, the park was to be handicapped in its service to the community.”

Frame worked with Oxbow Park Ranger William Doran to complete a sustainable project with low environmental impact. Frame was responsible for the design, configuration and construction of the amphitheater, which is located in a decommissioned campsite. He and his crew of 21 volunteers completed the project in time for the summer’s schedule of events.
