City welcomes new neighborhood: Westlake

The Lake Oswego City Council voted last week to recognize the Westlake area as a neighborhood association.

“Westlake neighborhood has become a neighborhood association — not just a housing organization,” Mayor Kent Studebaker said. “That’s great.”

Located immediately north of Kruse Way at the city’s western edge, Westlake includes the Centerpointe commercial area as well as a mix of single- and multifamily homes. There are 2,575 residents living in 1,073 dwelling units in the 299-acre area, along with businesses and organizations, including the Westlake and Meadows homeowners associations.

The Lake Oswego Commission for Citizen Involvement, made up of the planning commission, voted in favor of recognizing the new neighborhood on May 29, advancing its recommendation to the city council for consideration on June 18.

Officials believe recognition provides “an avenue to share information and increase citizen involvement in this area,” according to a report prepared for the city council.

While recognition doesn’t lead to any direct cost increases for the city government, it might have some indirect costs. The city allocates funding to a larger neighborhood association program to support newsletter printing and distribution and to provide enhancement grants, and it pays staff members to work on those efforts.

Official neighborhoods have a variety of additional advantages, according to the city. For example, they receive information about specific issues or projects happening in their areas and can have fees waived for appeals of land-use decisions. Their representatives have looser time limits when testifying at public hearings.

With the council’s vote of approval, Westlake joined a network of almost two-dozen neighborhood associations in Lake Oswego.
