School district changes policy on student records

School district approves policy adjusting records release following state law changes


Lake Oswego School District policy has changed regarding student records.

The school board adjusted district policy at its Oct. 8 meeting to keep apace of changes to state laws. District Finance Director Stuart Ketzler addressed the council on the issue, saying policy revisions would normally have two readings, but the change was statute-driven because legislators had repealed the policy, Ketzler said. So, the board voted on it in one sitting.

A school district previously withheld grade reports, diploma and records of students or former students who owed it $50 or more, and a district could do the same for any student who was less than $50 in debt to the district. Documents would be released following payment of the debt.

School board member Bob Barman asked what the district could do if a high school senior chose not to return a book.

“Are we in small claims?” Barman said. “That’s our remedy?”

Ketzler nodded.

“It’s not a good remedy,” Barman said.

School board member John Wendland said, “Talk to your legislator, right? Is that the idea?”

Wendland said he made a motion to pass the policy change “reluctantly.”

“Reluctantly, aye,” Barman said upon voting. There were no “nays.”

Board chairwoman Patti Zebrowski joked that it was a new category, “reluctantly, aye.”

In other business, the board approved expanding graduation requirements to include an alternative diploma, a decision the Special Services Parent Advisory Committee unanimously approved Sept. 18. An alternative diploma will be available to students who have “a documented medical condition that creates a barrier to achievement” and a documented history of not being able to maintain grade-level achievement because of “significant learning and instructional barriers.”
