LOT pipeline construction bids submitted

Bids fell below project cost estimate of $45 million


The Lake Oswego-Tigard Water Partnership received bids from five prequalified general contractors March 20 for construction of more than 6 miles of pipeline in Gladstone, West Linn and Lake Oswego.

Bidders had the option of bidding on a bundle of three pipeline runs as well as a separate fourth pipe run. A responsive low bid was submitted in each category.

Seattle-based Frank Coluccio Construction had the low bid for construction of 2.84 miles of pipeline in Gladstone and on Mapleton Drive in West Linn, including a tunneled three-quarter mile section of pipeline under the Willamette River.

Emery and Sons Construction, of Salem, submitted the lowest bid on the remaining 3.18 miles of pipeline along Highway 43 from Mapleton Drive in West Linn to Erickson and McVey Streets in Lake Oswego.

At $42.86 million bids on these pipeline packages fall below the $45 million estimate.

The Lake Oswego City Council, as the managing partner, is scheduled to award the pipeline contracts on April 1. Construction of these pipelines will occur over the next 18 months.

“This good news means we are still within our program estimate of $249.8 million for all of our facilities,” Lake Oswego Mayor Kent Studebaker said. “We’re still on track, which is good news for our ratepayers.”

Tigard and Lake Oswego joined together in 2008 to share the costs of upgrading Lake Oswego’s water infrastructure and to share water. These water transmission pipelines are some of the facilities that will be upgraded and modernized to serve both communities. Other facilities under construction include the river intake pump station on the Clackamas River in Gladstone and the water treatment plant in West Linn.
