City approves more construction bids in water partnership

Construction work 93 percent under contract, city says


The Lake Oswego City Council awarded two major construction contracts as part of the Lake Oswego Tigard Water Partnership on Tuesday evening.

The council voted unanimously to accept Ward Henshaw Construction, Inc.’s $7.3 million bid for construction of a second reservoir at the Waluga site on Carman Drive, which will provide an additional 3.5 million gallons of water storage.

Project director Joel Komarek told the council the project attracted three prequalified bidders, of which Ward Henshaw was the lowest.

The council then voted unanimously to hire Pacific Excavation, Inc., to build the Bonita Pump Station in Tigard.

Although the Lake Oswego City Council approved the $5.85 million contract, the city of Tigard will be footing the bill for the Bonita Pump Station. The city of Lake Oswego handled the bids process as part of its role as managing partner of the Lake Oswego Tigard Water Partnership.

“Tigard’s acquired property for the new pump station. They’re ready to start construction,” Komarek added.

Two weeks ago, the council also awarded two contracts for the pipeline projects, and after Tuesday’s council meeting, Komarek said the partnership has under contract “93 percent of all construction work.” He told the council that the projects remained within the partnership’s $250 million budget.

“I’m feeling more optimistic we’re on target to meet that figure at the close of the program,” Komarek said.

The city council gave Pacific Excavation Inc. an additional $1.3 million public improvement contract to upgrade three wastewater pump stations around Oswego Lake: Bay View, Lilly Bay and Maple Street pumps are the oldest in the city, and were identified for upgrades in the Wastewater Master Plan in November 2012.
