Newberg City Council will consider construction contracts at next meeting

Newberg government — Oct. 21 meeting slated to hear street, reservoir improvement proposals


The Newberg City Council will consider two resolutions at its next, meeting set for Oct. 21. The first, Resolution 2013-3090, will authorize a contract with Pavement Services Inc. for citywide street pavement condition evaluation and maintenance.

The second agenda item, Resolution 2013-3091, will authorize a contract with McClure and Sons Inc. for upgrades to the North Valley Road and Corral Creek Road reservoirs.

The council will also consider Resolutions 2013-3082 and 2013-3085, adopting utility billing policies and an employee incentive program, respectively.

The contract with Pavement Services Inc. amounts to $92,726 and includes five tasks — survey preparation and database development, pavement condition survey, pavement coring, traffic counts and validation and analysis of maintenance priorities.

“The proposed work will prioritize city streets for future pavement preservation projects, and provide detailed cost estimates for needed preservation projects, for staff to plan future projects, and to potentially acquire additional funding resources to keep the city streets in good conditions as to attract new business investments and to increase overall property values in the city,” according to the council agenda.

Upon completion, Pavement Services will submit a final report, estimated to be completed in February.

The second contract, with McClure and Sons, is bid at $1.28 million, the lowest of three bids. Upon approval, the contractor will begin reconstruction on the two North Valley Road reservoirs — including seismic retrofitting and hydraulic and seismic improvements. Construction is expected to begin in November and be completed.

Under the new business section of the agenda, the council will review a resolution on utility billing policies after discussing the policies at its Sept. 16 meeting. Proposed is changing the billing date to three to five days after the meter is read; sending out delinquent bills after one month of non-payment, instead of two; increasing the delinquent charge to $20 and fee for non-payment by shut off day to $50;, reverse extended late night hours to close at 4:30 p.m. and change the extension qualifications, among numerous others.

The proposed employee suggestion program would award city employees monetary incentives for suggesting proposals to improve procedures, operations or equipment. Awards would range from $100 to $5,000, based on the savings generated by the suggestion.
