Police arrested three people and seized nearly 11 ounces of heroin and more than $1,000 in cash in North Portland on Wednesday.

Charged with Manufacturing, Delivery and Possession of Heroin, and Child Neglect in the First Degree are Kevin Whitten, 30, and Janna Vanderwerf, 32.

Charged with Delivery and Possession of Heroin is Fernando Nery-Lamas, 44.

According to police, the three were arrested on June 19 by officers from the North Precinct Neighborhood Response Team after neighborhood complaints about drug dealing at the Arbor Lodge Mobile Home Park, located at 6415 Northeast Killingsworth Street.

Officers developed information that the residents of space No. 7 were involved in trafficking heroin.

On Wednesday morning, officers stopped a vehicle leaving the mobile home park and discovered it contained nearly 10 ounces of heroin and more than $1,000 in cash. The driver, Nery-Lamas, was taken into custody.

Officers then contacted the residents of space No. 7. During a search, they located another ounce of heroin. Whitten and Vanderwerf were taken into custody. Their 2-year-old daughter was taken into protective custody and turned over the Oregon Department of Human Services.

Police say the investigation was a success due to the diligence of concerned neighbors working with the North Precinct Neighborhood Response Team.
