Spike-strips end I-5 chase

Police used a spike-strips to stop a speeding car on northbound I-5 between Portland and Vancouver late Friday night.

Phillip Ray Horn, 20, was arrested and charged with Attempt to Elude, DUII, two counts of Reckless Endangerment, and Reckless Driving. Horn, a Vancouver resident, was booked into the Multnomah County Jail.

I-5 northbound on Hayden Island was closed for approximately one hour as crews worked to tow Horn's car and clear debris from the freeway.

According to police, at 11:51 p.m. on July 5, a North Precinct officer attempted to stop of a blue 1990 Mercedes 190 sedan in the area of Northeast 2nd Avenue and Broadway. The officer observed the vehicle traveling at a high rate of speed in the neighborhood. The driver, later identified as Horn, did not stop and got onto I-5 northbound attempting to elude the officer.

Other officers got ahead of the pursuit and deployed spike-strips across the freeway on Hayden Island. The Mercedes hit the spike-strips then spun out and struck the center median.

Officers took Horn and two passengers into custody and had medical personnel respond to transport Horn to a Portland hospital for minor injuries. The two passengers were released without incident or injury.
