Driver cited in fatal accident
Grand jury declines to issue indictments
Portland police have cited a truck driver involved in a fatal traffic accident for several infractions after a Multnomah County grand jury declined to indict him for any crimes related to it.
Following the grand jury's decision, Ibrahim Halilovic was issued traffic citations for careless driving, driving while suspended and failure to obey a traffic control device.
According to police, at around 7:00 a.m. on Friday, Nov. 25, 2011, Halilovic was driving a 2008 Volvo semi-tractor with a tanker-trailer eastbound on Northeast Columbia Boulevard when the vehicle traveled through a red light at a speed faster than the speed limit.
The tractor struck a 2010 Toyota 4-Runner driven by Roderick Hawthorne, 64, which was traveling northbound on 47th Avenue. The Volvo semi-tractor then struck a 1996 Chevrolet Blazer driven by Willow Michelle Thorpe, 26, which was stopped on Columbia facing westbound. Thorpe was killed during the crash.
Both Halilovic and Hawthorne cooperated with investigators at the scene. Several other witnesses also spoke with officers about the crash.
The Traffic Division's Major Crash Team conducted the investigation. A grand jury heard the case last week and declined to issue criminal charges against Halilovic.
