On Sunday, Washington County Sheriff's Deputies and Tualatin Police officers arrested a man who was caught groping three women in a park and in an apartment complex.
Investigators are now seeking additional victims.
On Sunday, Nov. 10, at about noon, deputies responded to a suspicious person call at an apartment complex located at 17000 SW Pacific Highway in unincorporated Washington County. One of the sales associates at the complex reported that she and another female sales person had been groped by the same man on two different occasions, and the man had returned. Deputies later identified that man as Ian J. Billow, 28, from Tualatin.
The victim told deputies that Billow had come to the apartment complex on Nov. 3, and Nov. 8, and told them he was looking to rent an apartment. On both occasions, Billow was given a tour of the apartment complex by different female employees. It was reported that on both occasions, when he got in the golf cart for the tour, he placed his hand on the seat as the victim was sitting down. The victim would sit on his hand then he would apologize and play it off as an accident.
Deputies learned that during one of these tours, Billow pretended to trip as he was walking up a flight of stairs. He was walking behind one of the victims and fell face first onto her buttocks lingering there for a few seconds.
The two apartment employee victims exchanged incidents and realized the same person was the suspect in both cases. Yesterday, when he returned and asked for another tour, one of the victims told him to leave and then called the Sheriff's Office to report the activity.
While the Sheriff's Deputies were investigating the case, Tualatin Police received a call about a man in Atfalati Park (6898 SW Wampanoag Dr., Tualatin) who attempted to grab the buttocks of a female jogger. Tualatin Police responded to the park and found the man who matched the description, which turned out to be Billow. A dispatcher at the Washington County Consolidated Communications Agency (WCCCA) recognized that the two suspect descriptions were very similar and informed the deputies.
After deputies compared their investigation with the Tualatin Police Officers, who had arrested Billow, they decided the Sheriff's Deputies would take custody of him and charge him in all of the cases concerning the three victims.
Billow was taken to the Washington County Jail and booked on three counts of Sex Abuse in the third degree, one count of Attempted Sex Abuse in the third degree, and three counts of Harassment. He is held on $15,000 bail.
