No criminal charges in fatal accident
The Multnomah County District Attorney has decided not to file criminal charges against the driver who hit two pedestrians in Southeast Portland in February. One of them died.
Instead, Jarred Holt, 38, has been issued two traffic citations as a result of the investigation into a accident at Southeast 84th Avenue and Division Street.
The citations are for Careless Driving Causing Death to a Vulnerable Road User and Careless Driving Causing Serious Injury to a Vulnerable Road User.
This investigation started at 11:26 a.m. on Feb. 14 when East Precinct officers responded to Southeast 84th Avenue and Division Street on the report of two pedestrians struck by a vehicle.
Investigators learned that Zhi Hu, 80, and his wife, Yan Huang, 78, were crossing Southeast Division Street, from north to south in an unmarked crosswalk. A 2014 GMC pick-up truck, driven by Holt, was making a left turn from 84th Avenue onto Division Street when it struck both of them near the center turn lane.
Holt remained at the scene and cooperated fully with the investigation. Impairment by drugs or alcohol is was not a factor in this crash.
