Celine Julia Geday, 29, has been charged with assault.

The victim, Brian Lee Groce, 47, of Southwest Portland, suffered non-traumatic injuries.

According to police, at noon on April 3, Central Precinct officers responded to the report of a crash involving a bicyclist and a vehicle at Southwest Broadway and Jackson Street.

Officers and medical personnel arrived and contacted the bicyclist, later identified as Groce, who was suffering from non-traumatic injuries. Groce told officers that he had been cut off in traffic by a 2003 Volkswagen Jetta, and that he'd ridden up to her and told her that she'd almost hit him. According to Groce, she replied by honking her horn.

Groce continued that they both traveled east on Jackson and stopped at the red light at Broadway, where he repeated to the driver that she'd almost hit him. Groce told police that the light turned green and they were both starting to cross Broadway when the driver swerved left, knocked him off the bike, then stopped her car.

Based on Groce's account of events and independent witness statements, assault detectives were consulted rather than traffic investigators because the information indicated that the crash was an intentional act.

Geday was arrested on a charge of Assault in the Second Degree and booked into the Multnomah County Jail.
