Man killed in Brentwood Darlington shooting

Flavel Street.District officers and command staff from the Portland Police East Precinct converged on the intersection of S.E. 82nd Avenue and Flavel Street at 1:01 am on Saturday morning, October 20, responding to a “shots fired” call.

“Officers arrived, and located a deceased person,” reported PPB Public Information Officer Lt. Robert King.

Cordoning off the large crime scene, police shut down both 82nd Avenue and Flavel for blocks in either direction of the shooting.

Seventeen minutes later, at 1:18 a.m., police arrested 21-year-old JC Jarell Brister.

“Homicide Detectives interviewed and booked Brister on a charge of ‘Unlawful Possession of a Firearm (a Class A Misdemeanor)’,” King revealed. “He was booked in the Multnomah County Jail, on $2,500 bail.”

A quick reading of the Oregon Revised Statutes indicates that ORS 166.250, “Unlawful Possession of Firearms”, deals with illegally concealing a firearm on an individual, in a vehicle, or with carrying a firearm by an individual younger than 18 years of age.

After notifying his family, police publicly identified the slain man as 30-year-old Lloyd Raymond Frach III.

According to Multnomah County Detention Center records, Brister has been released from custody; he bailed out of jail the same day as his arrest. How he may relate to this crime has not yet been disclosed.

“This investigation is continuing,” King said. “Anyone with information regarding this homicide is asked to contact Portland Police.”
