by: SUBMITTED PHOTO - Micah Leroy BillsMicah Leroy Bills, 32, was arrested on numerous felony charges and lodged in the Columbia County Jail Monday after allegedly running his vehicle into a woman on Wilkstrom Road near Highway 30 in the Scappoose area.

A resident placed a 911 call late Sunday night, reporting the incident. “We tracked him down [Monday] and ended up arresting him late in the morning,” said Undersheriff Andy Moyer.

Bills, a registered sex offender, is being charged with attempted murder, first-degree kidnapping, two counts of first-degree attempted kidnapping, fourth-degree assault, three counts of first-degree attempted assault, first-degree attempted rape, coercion, menacing, four counts of unlawful use of a weapon and delivery and possession of cocaine.

The woman, who is not being identified at this time, was transported to a hospital in Portland. The nature of her injuries will not be released, but do not appear to be life threatening, Moyer said.

Moyer said Bills' sex offender status comes from a 2007 felony conviction in Columbia County for attempted sex abuse in the first degree.
