2013 review: Sex offender arrested on charges of attempted murder, rape

BillsA registered sex offender earned the status of one of Columbia County’s top criminal offenders after allegedly attempting to rape and kill a woman in Scappoose May 12 (“Man arrested for attempted murder, assault, attempted rape,” May 17).

Micah Leroy Bills, a 32-year-old registered sex offender, was arrested in May on charges of attempted murder and first-degree rape. Bills turned himself in to the Scappoose Police Department and was lodged in the Columbia County Jail after allegedly running his vehicle into a woman on Wikstrom Road near Scappoose. Police reported Bills also threatened the woman with a weapon before hitting her with his car. 

Bills still awaits trial, says Columbia County District Attorney Steve Atchison. Bills was arraigned May 28 on multiple charges including attempted murder, first-degree kidnapping, two counts of first-degree attempted kidnapping, fourth-degree assault,  three counts of first-degree attempted assault, first degree attempted rape, coercion, menacing, four counts of unlawful use of a weapon, and delivery and possession of cocaine.
