Planning Commission approves two Old Town apartment complexes

Columbia Street is shown in the foreground with Highland Drive bisecting the two buildings.The Sherwood Planning Commission approved the construction of two, three-story apartment complexes in Old Town Sherwood Tuesday night, paving the way for construction of the 101-unit The Residences at Cannery Square apartments.

Developers of the project, Capstone Partners LLC, will soon build two separate complexes on Southwest Highland Drive between Southwest Columbia and Willamette streets.

“We are expecting to break ground in October,” Jeff Sackett, a principal with Capstone, said after the commission’s decision. “We’re going to (construct) them simultaneously.”

The commission had tentatively signed off on the project during its last meeting on Aug. 14 but asked staff to look into several issues. One was whether the southeast side of the buildings could be made to look as aesthetically pleasing as the front and sides of the structures at the request of Sandy Rome, a nearby resident.

As a result, before the buildings can be issued a building permit, the applicant has to “submit revised drawings that illustrate an enhanced decorative treatment of the southeast portion of the buildings and/or sites facing Southwest Willamette Street.”

That exact type of enhanced treatment has yet to be determined.

Despite that, Rome said that they were nothing more than two army barracks that would infringe on the harmony of the neighborhood.

“I would say this should not be built,” he said.

However, Sackett countered that statement saying “We frankly think the project is extremely handsome.”

The two buildings will produce studio, one-bedroom, one-bedroom loft, two-bedroom, and three-bedroom and two bathroom apartments, said Sackett. The Class A units will include nine- to 10-foot-tall ceilings with one of the buildings having an elevator. They will rent for an average of $1,050 per month.

One of the other ongoing contentions had been parking.

However, Sackett had said at the Aug. 14 meeting that they had addressed the issue by providing 101 on-site parking spaces along with 29 street parking spots for the two apartment buildings. Those units will contain a total of 145 bedrooms between the buildings.

In other action, the commission approved a proposal to construct the Sentinel Self-Storage annex, a 430-unit storage facility located on Langer Farms Parkway. The applicant for the project is Langer Family, LLC.
