City commission OKs West Hayden Island annexation, industrial development

The Portland Planning and Sustainability Commission voted 7-3 on Tuesday to endorse annexing west Hayden Island into the city of Portland. Annexation could lay the groundwork for the future development of three trade terminals on about 300 acres of Port of Portland property on the island, creating hundreds of family wage jobs while preserving some 500 acres of the port’s property as open space.

In a companion vote, planning commissioners unanimously approved a set of environmental, transportation, health and other conditions that would be used to set terms for the future port development.

Before the vote, the Planning and Sustainability Commission also approved some modifications of those terms, in order to reduce the cost of environmental restorations and other development costs associated with the project. Those were designed to meet the Port of Portland's concerns that the project, under terms outlined by planning commissioners, would make the development too costly to pencil out.

Tuesday’s series of votes sends one of the city’s thorniest jobs vs. the environment issues to the Portland City Council for final decisions.
