Schools, union reach two-year contract pact

The paychecks of teachers in the Tigard-Tualatin School District will see a slight increase next year, after the teachers’ union and the School Board approved a new tentative contract for the next two years.

According to the district’s human resources director John Beight, the district has reached a tentative agreement with the Tigard-Tualatin Education Association, and the district’s other employee groups for contracts.

Those groups — including TTEA and unions representing administrators, cabinet-level district leaders and classified staff will see small salary and health insurance increases over the next two years.

The School Board unanimously approved plans on Monday that would give teachers a .75 percent cost of living increase this year. A 1 percent increase the 2014-15 school year, and regular step increases for eligible employees.

Teachers will receive no change in their health insurance contribution this year, but the district will pay 4 percent more in contributions in 2013-14. The district will pay 4.5 percent for teachers with high deductibles.

Those high deductible plans save the district and employee money in the long run, Beight said.

It’s a far cry fromnegotiations in 2011, which lasted more than a year and led to teachers protesting outside district headquarters and during School Board meetings. Those negotiations eventually went into mediation with open talk of a strike.

In addition to teacher salaries, the district will pick up 2.5 percent of insurance contributions for administrators this year, as well as an additional 3 percent in 2014. Like teachers, administrators will also see a 1.5 percent salary increase over the next two years.

The district’s cabinet-level leaders — many of whom are new to the job after the hiring of Superintendent Ernie Brown earlier this year — will see similar salary increases, and a rise in the district’s cap on health insurance premiums.
