Former FEMA director joins Emergency Services Consulting International board


R. David Paulison is also a former U.S. Fire Administrator

R. David Paulison, a principal partner at Global Emergency Solutions and past FEMA Director, was appointed to the Emergency Services Consulting International (ESCI) board of directors July 1.

Paulison currently serves as partner at Global Emergency Solutions, a privately held company located in Washington, D.C. that provides consulting services and strategy development to agencies and organizations in the emergency management space, which includes risk management, crisis management, leadership guidance and strategic business development.

Founded in 1976, Wilsonville-based Emergency Services Consulting International is a boutique consultancy providing specialized fire, police, communications and EMS consulting services to agencies and organizations throughout the United States and Canada.

“David has a wealth of expertise in the world of providing emergency services to communities, and we are delighted that he is joining ESCI’s board of directors,” ESCI president and West Linn resident Jack Snook said.

Paulison served as Administrator of the United States Fire Administration — a Senate confirmed Presidential appointee — from 2001 to 2005. Additional duties in 2003 and 2004 included service as the Director for Preparedness at FEMA. He also served on the transition team during the design of the Department of Homeland Security.

Paulison retired as Fire Chief of Miami-Dade County in 2001 after 30 years in the fire service and nine years as chief. During his tenure, Paulison was responsible for the Office of Emergency Management (OEM) and the internationally experienced Urban Search and Rescue Team.
