A retired Portland police sergeant was among dozens of people recently arrested during a two-month human trafficking mission at NE 82nd Avenue and Sandy Street, the agency has confirmed to KOIN 6 News.

Former Sgt. Christopher Kenagy, a sworn Portland Police Bureau officer from 1999 to January 2024, was arrested on two misdemeanor charges on Friday, Nov. 15, according to police.

Officers with the PPB human trafficking unit arrested or cited a total of 34 people in the area during their mission. Police cited 27 people — including Kenagy — for commercial sexual solicitation and/or unlawful prostitution procurement activities.

Another seven people were arrested for additional or separate crimes, authorities said, including firearms charges or previous warrants.
