Former Milwaukie police sergeant faces charges of encouraging child sexual abuse

Jon Foreman, a former police sergeant with the city of Milwaukie, was indicted by a Clackamas County grand jury Wednesday, March 5 on seven counts of encouraging child sex abuse and two counts of attempted encouraging child sex abuse.

According to records from the Oregon Department of Public Safety Standards and Training, Foreman retired from the Milwaukie Police Department on Feb. 28.

A press release from the Clackamas County Sheriff’s Office stated detectives received a tip from the National Center for Missing and Exploited Children in January 2024 relating to child sexual abuse materials. In June they identified Foreman as a possible suspect and alerted the Milwaukie Police Department, which placed Foreman on leave.

Foreman turned himself into the Clackamas County Jail on March 7. He is being held there without bail.

Foreman was initially hired by the Milwaukie Police Department in 2001, promoted to detective in 2006 and to sergeant in 2009. A spokesperson for the Milwaukie Police Department did not immediately respond to a request for comment.
