Suspect in Sellwood shooting arrested

Police have arrested a suspect in a Thursday morning shooting in Sellwood.

Devyn M. Julkowski, 20, was arrested Saturday and lodged in the Multnomah County Jail on charges of assault in the first degree and felon in possession of a firearm.

Julkowski was arrested in February for allegedly setting fires at Cleveland High School, his former school.

The name of the adult male victim, who suffered non-life threating injuries, was not immediately released.

According to police, the investigation began at 4:17 a.m. on Oct. 19 when Central Precinct officers responded to the report of a 9-1-1 hang-up call at the 7-11 located at 1715 Southeast Tacoma Street.

As officers were responding to the location, an employee at the 7-11 called 9-1-1 again and said that an adult male had been shot in the 7-11 parking lot.

When officers and medical personnel arrived, they found the victim, who was provided tmedical aid and transported him by ambulance to a Portland hospital for treatment.

Preliminary information learned during the investigation suggested the victim was standing near a burgundy four door sedan that was parked in the parking lot of the 7-11. The victim was speaking with the driver of the sedan when the driver of the vehicle fired multiple gunshots, striking the victim.

After firing multiple gunshots the suspect proceeded to drive out of the parking lot. As the suspect left the parking lot, the vehicle struck a tree, causing what was believed to be significant damage to the front end of the vehicle. The suspect continued to drive the vehicle out of the area.

Officers located the vehicle near Southwest 19th Avenue and Southwest Vermont Street on Saturday. Shortly afterwards, they saw an adult male approach, enter, and exit the vehicle. As additional officers responded to the location, the man left the vehicle and returned to a nearby apartment complex. Officers arrived in the area and established a perimeter.

The Police Bureau Detective Division’s Assault Detail was contacted and responded to the scene to assist with the investigation.

Because the suspect associated with the Honda was believed to be armed and had recently shot a man, the Special Emergency Reaction Team (SERT) responded to assist in the arrest of the suspect.

Members of the Special Emergency Reaction Team devised a plan to safely take the suspect into custody. He was arrested by SERT near the intersection of Southwest 19th Avenue and Southwest Vermont Street.

After the suspect was taken into custody, he was contacted by detectives, who continue to investigate this incident.

During the search of the burgundy Honda the suspect drove at the time of his arrest, a firearm was located and seized as evidence.
