Driver, found to have been under the influence of illicit drugs, charged with first-degree manslaughter after hitting and killing a Cedar Mills jogger

The 21-year-old man accused of the June 26 hit-and-run death of Cedar Mill author Cynthia Barton Rabe was arrested Wednesday after he was released from an area hospital.

Corey Scott Jensen was being held on $250,000 bail at the Washington County Jail on charges of first-degree manslaughter, felony hit and run and unauthorized use of a motor vehicle. He will be arraigned Thursday afternoon in Washington County Circuit Court.

Jensen has been in the hospital since the day of the crash, being treated for injuries he suffered when he led Washington County sheriff's deputies on a wild, drug-addled chase through a Cedar Mill neighborhood.

Rabe, 47, was author of 'The Innovation Killer,' a 2006 book about how 'group-think' and 'experts' can sometimes stifle innovations in all kinds of industries. She was president and founder of Zero-G LLC, a company she started after working for years as an Intel Corp. innovation strategist. She graduated from Forest Grove High School in 1983 and her family lives in Cornelius.

She died at Legacy Emanuel Medical Center from injuries she suffered in the collision on Northwest Linmere Drive near Northwest Circle A Drive in Cedar Mill.

Jensen was taken into custody after the accident following a chase through the area that ended when Jensen was found wandering naked, shouting at the top of his lungs. He suffered a head injury when he bashed his head against a vehicle's windshield during an attempt to escape the area.

Deputies said Rabe was walking or jogging along Linmere Drive when she was struck by a 2010 Nissan Cube that apparently had been stolen from the Re:Generation Festival at Horning's Hideout near North Plains in rural Washington County.

Investigators from the county's Crash Analysis Reconstruction Team said that Jensen apparently took illicit drugs while at the music festival and allegedly stole the Nissan from an acquaintance who also attended the festival.
