Applications are due Monday, April 8, for candidates to replace Patricia Holloway after she was overwhelmingly recalled from the Clackamas River Water District Board in the March 19 election.

CRW board members’ call-out for applications last week came with every seat on the board in play for the May election, and as the Oregon Supreme Court dismissed the first appeal in Holloway and Commissioner Grafton Sterling’s bid to gain control of the board in October. Clackamas County Circuit Court Judge Jeffrey S. Jones ruled on Nov. 15 against an attorney representing Holloway’s attempt to block Clackamas County commissioners from appointing new members to the board.

Registered voters who live within CRW District boundaries are qualified to fill Holloway’s vacancy. District officials invited letters or other written documents explaining interest in the position, along with résumés stating background and other qualifications.

Applications must be hand delivered to district headquarters no later than 3:30 p.m. April 8 or postmarked by that day to the Board of Commissioners, Clackamas River Water, 16770 S.E. 82nd Drive, P.O. Box 2439, Clackamas OR 97015-2439.

During the next month, the remaining four board members are expected to evaluate the applicants’ qualifications and make a decision to fill the vacancy.

After the Clackamas County Elections Division certifies recall-election results, this vacancy to be filled by board appointment will remain in effect until the term expires June 30, 2015, when the appointee may run for election.

Meanwhile, Sterling, who also would have faced recall had it not been for a petitioner’s clerical error, recently filed for this May’s election to challenge Commissioner Kenneth Humberston, who was among the three county-appointed board members. If Sterling won the election, his current seat expiring in 2015 would create another vacancy. In the upcoming election, fellow supporter of Holloway, Warren Mitchell Jr., also is challenging a county appointee, Hugh Kalani.
