Now that an Oregon State Police investigation into allegations against former Cornelius Police Chief Paul Rubenstein and Cornelius officers Dustin DeHaven and Joe Noffsinger has wrapped up, it looks like they won’t face criminal charges, according to a statement released by the Multnomah County District Attorney’s Office.

The investigation delved into claims made by four Cornelius police officers last October in a letter to City Manager Rob Drake, Mayor Jef Dalin, and the city council about untruthfulness and ongoing corruption within the department.

“In this case, it cannot be established beyond a reasonable doubt that Rubenstein, Noffsinger and DeHaven acted or failed to act with the intent to obtain a benefit or harm others,” the statement explains.

But the lack of criminal charges, it continues, “does not preclude any administrative or personnel actions deemed appropriate by the involved agency.” Rubenstein retired, Noffsinger was demoted and DeHaven was disciplined following the October letter’s release.
