As the city of Portland considers new restrictions that limit future multifamily developments with no tenant parking, four new projects are being proposed — all in North Portland.

Those are, according to the Portland Bureau of Planning and Sustainability:

• A 50-unit project at North Mississippi Avenue and Shaver Street.

• A 24-unit project at North Vancouver Avenue and Beech Street.

• A 20-unit project at North Mississippi Avenue and Skidmore Street.

• A 24-unit project at North Mississippi Avenue and Failing Street.

The new proposals are on top of 22 previously launched projects in the construction or development stage, which include a combined 863 dwelling units without dedicated tenant parking. Surrounding residents fear the wave of new multifamily units will create parking shortages in their neighborhoods.

All but one of the 26 projects are on Portland’s east side.

Mayor Charlie Hales, who championed the idea of minimizing parking at transit-oriented apartment projects during his previous stint on the City Council, now has second thoughts. He recently ordered the planning bureau to devise new restrictions, such as reinstituting minimum parking requirements.

And Hales has asked the transportation bureau to devise a resident parking permit system, so existing residents have priority use of parking spaces in their neighborhoods.

The new limits are not expected to affect any apartment projects already being developed, though.
