The 66-year-old Kitzhaber served two terms as governor from 1995 to 2003. He was elected to a third term in 2010, narrowly defeating Republican Chris Dudley, a Lake Oswego businessman and former Portland Trail Blazers center.

Kitzahber has been raising campaign funds for the potential 2014 race. He has received nearly $233,000 so far this year, including $10,000 from Nike last month.

After his announcement, Kitzhaber planned to give the keynote address at the Oregon Business Plan Leadership Summit.
