Chris Garrett of Lake Oswego, who was named Tuesday to the Oregon Court of Appeals.

Democrat Garrett has represented House District 38, which includes Southwest Portland and Lake Oswego, since 2009. He has been House speaker pro tempore, chairman of the House Committee on Rules, co-chairman of the Joint Committee on Public Safety, vice chairman of the House Committee on Judiciary, co-chairman of the House Committee on Redistricting and a member of the Joint Interim Committee on Justice System Revenue.

“In his time in the Legislature, Chris Garrett has left his mark on Oregon,” said House Speaker Tina Kotek of Portland. “He has offered his leadership to some of the most challenging and important issues facing our state in the recent past.”

Gov. John Kitzhaber, who appointed Garrett to the court, praised him as an “effective advocate for the rule of law and the vitality of Oregon’s courts.”

“As he joins one of the hardest working appellate courts in the nation, I am confident that he will not lose sight of the pivotal role the law has as it shapes the lives of all Oregonians.” Kitzhaber said.

Garrett expects to resign at the end of this year to take the seat on the appeals court bench held by Judge David Schuman, who retires on Feb. 1.

After his resignation, commissioners in Clackamas and Multnomah counties will work with the counties’ Democratic Party organizations to appoint a replacement state representative.

Garrett grew up in Southwest Portland, graduating from Wilson High School and earning a political science degree from Reed College. He earned a law degree at the University of Chicago Law School.

Since 2002, Garrett has practiced law with the Portland firm of Perkins Coie, where he concentrates on business dispute resolution.
